On June 12, 2025, at the Episcopal Palace in Sighetu Marmației, the official Partnership Agreement of the “Regional Alliance for the Reconstruction of Ukraine” was signed – a groundbreaking initiative that brings together the 12 counties from Romania’s North-East and North-West regions, along with the two Regional Development Agencies: ADR North-East and ADR North-West.
The Bacău County Council, represented by its president Cristina Breahnă-Pravăț, was an active participant in this initiative, signing the agreement alongside other county leaders, in the presence of high-ranking officials: Victor Negrescu, Vice-President of the European Parliament, Marcel Boloș, Minister of Investments and European Projects, Vasile Asandei, Director of ADR North-East, Csilla Hegedüs, Director of ADR North-West, as well as representatives of European and international institutions.
“Rebuilding together! For Ukraine! For Romania! For the future!” was the message delivered by Cristina Breahnă-Pravăț, emphasizing Bacău’s commitment to this strategic initiative focused on solidarity, predictability, cross-border cooperation, and shared development.
The agreement had been previously approved by all participating county councils and paves the way for Romania’s active involvement in Ukraine’s reconstruction efforts—not just as a supportive neighbor, but as a regional leader capable of attracting investment, generating jobs, and modernizing infrastructure.
European Support at the Highest Level
The event was backed by the European Commission and the European Committee of the Regions, which sent messages of support welcoming the concrete involvement of local authorities in the reconstruction process and recognizing Romania’s potential to become a key player in Ukraine’s economic recovery.
“Strong regions on both sides of the Tisza are essential for sustainable reconstruction and Ukraine’s European integration,” was one of the key messages conveyed by European officials.
A Partnership with Mutual Impact
Funding for reconstruction projects will come from the European Union budget, not from local authorities. Thus, Romania becomes not only a supportive state but also a direct beneficiary of development: better roads, international investments, job creation, and a stronger regional position.
Romania – A Natural Leader in the Region
The agreement reaffirms Romania’s strategic potential to coordinate reconstruction processes in Eastern Europe, in partnership with Ukraine and European institutions, based on shared interests and democratic values.
The Bacău County Council reasserts its commitment to this regional partnership and the belief that solidarity means concrete action. Through active involvement, Romania’s counties can become engines of development and stability in a region positioned at the crossroads of war—and hope.
